I was instantly struck by the headline, I recalled something similar and low tech in Michael Moorcock's novel "Revenge of The Rose". In it, the Gypsy Nation travels around the world in a caravan of city platforms. Lawbreakers have the position of pushing the platforms around underneath the cities.
