Different expectations, I imagine. Some people thought this would be sci-fi GTA so they expected deep, complex open-world systems (e.g. cops, traffic, pedestrians, etc) and elaborately scripted missions with a heavy narrative focus. I expected open-world Deus Ex and I mostly got what I expected.
