Your reason for not having it are not even listed. I think it could be interesting. It has a rail system that would be intersting in such a game. The bridges and the look would make it unique. Chinatown can be populated with triad folks (its not much of a china town at least compared to ny or chicago)

I've never been thrilled with the lack of playable aliens. Its all humans and some color swapped human and Twi'leks. They needed Rodians, Ithors, Aqualish ect. Their crap about needing speaking aliens it pointless since armor folks can't move their mouths.
