That's a good point. And something I probably should have mentioned. Though I feel like 90+% of the time, free agents sign with the team that's willing to pay them the most, regardless of location. So, I don't think player preference can account for the disparities.

For various reasons (explained in detail in the full paper) I don't put much stock in my model's ability to rate specific GMs. That being said, the range of estimated value between the best- and worst-ranked GMs was about 12 wins per season. So the possibility exists for sure.
