The microstuttering is tested above in the frame latency tests. NVidia included new hardware to account for this in the GTX 690. The problem is it wont work. All of this discussion is to hide the fact that they want tighter control over when and how you play their games. The internet will not allow them to do what they are suggesting in any acceptable or meaningful way in a game. They are trying to blindside you with lies. Just like EA did
