you'd be better off using that other 670 as a second GPU rather than physX. Set it in automatic mode and the drivers will decided if it would be better used as that per game.

I don't know where your getting the GTX 690 isn't quiet, I can never hear it over my CPU fan. The GTX 690 is also very quiet.

Like I said 3d accelerators were still kinda new, they could have had some problems that needed a bit more time.
