OnStar was/is a subscription service, but like satellite radio it is up to the end user to purchase the functionality. It's really no more of a money grab than GM charging for OnStar. If you want Autopilot and it's connectivity, pay for it (like an app).
I still think Tesla will make the used car buyer pay for access to the Autopilot system (and any download capable updates), much like GM with OnStar. The car may be equipped with it, but that doesn't automatically give you access to it.
Possible, but unlikely I believe. If you're buying a Tesla on the used car market, there's a high probability you'll find a work-around (hack) instead of paying for the activation - and Tesla WILL charge you for the activation.
