I think it’s less about enforcement than it is about liability. Dealerships that pull these scams would now be breaking a specific law so could more easily be fined or sued. It’s a deterrent.

There’s absolutely no way the truck could have seen this. He/she was completely blocked visually by the bus, so even if he/she had looked around for the siren, the truck driver would never been able to see it coming from the left.
