Driving school, for sure. Not the “driver education” schools, but the actual driving schools (ala “skid school” that is geared for teens and new drivers). I took such a class (without the skid part) before getting my license. They took us through cone courses, weaves, emergency manouvering, braking, accelerating, etc.

I’ve lived in the northeast (mostly New England - MA, NY, and now CT) for decades and never seen the rain-hazards you describe. Heck, I often see people NOT using their headlights (as required by law in these states)... so I can’t imagine they have the presence of mind to use hazards.

These are the same people who believe the insurance commercials that give “accident forgiveness” or “newer car replacement”... the money simply comes from everyone’s slightly-higher premium.
