Your example for building things cheaper on the basis that scientifically determined super events may not happen is a nuclear power plant? Can you imagine how much worse Fukushima would have been without being design ed to withstand an 8.9 magnitude earthquake?

Question, would it be fiscally responsible to design a building using tax dollars to withstand an event that may never happen again and not be able to fully rebuild?

Before that question can be answered, you have to determine whether the 100- or 500-year design spec really adds that much to the cost. It may only require hardening the lower levels of an otherwise conventional building; it may be nothing more than site preparation before building a conventional building begins.
