The majority of students on a lot of campuses don’t have access to cars. My school, on weekends, ran an hourly shuttle to the local shopping/commercial areas.

Having a Target on campus isn’t the worst thing considering that a lot of schools still won’t let you have a car on campus during freshman year. Unless you’re friends with upper classmen, you’re shit out of luck if you need something. I specifically rejected quite a few colleges because of this ridiculous rule. The
