Why can’t we force these companies to have monitoring on their pipelines, and have ways to shut them down remotely? I see absolutely zero reason why they shouldn’t have been able to close sections of the pipeline around the leak immediately after one is discovered, and to keep them closed until the leak is fixed.

How does Blockchain help in any way with that? You already can prove randomness with a regular random number generator with decent certainty; most of the slot machines in Vegas have their RNG in software, and the Nevada Gaming Commission requires regular auditing of those algorithms.
