You're of course 100% right, but I don't think Tracy 1) understands what those words mean or 2) feels shame/embarrassment.
I think she's saying that until women's rights are addressed, all of those other issues are going to be much harder to tackle because half the planet's population will be impaired in their ability to help.
I know there isn't such a law. Good journalists consider it unethical to convict in print, but ethics are always in short supply here.
