Couple reasons why:
The only papers I’ve read have car mirrors pegged between 2 and 5% (Presumably large semis would be the ones that could go as high as 7%). Hell, for me, it’s much simpler: Sideview mirrors simply look better than this. Why in god’s name would I have a thousand dollars worth of cameras and nonsense to have my car look worse?

Woah now: Mirrors are a source of drag, but definitely not a large one. And cameras would still be out there too, shrinking the difference even further.
Not to mention, they’re also easier to figure out in terms of motion. Numbers changing means I need to physically look down and see what’s happening. A sweeping needle can be in my peripheral and work just fine.
I have literally never understood why manufacturers don’t sell their engines as crate motors. The amount of folks who would buy any of the following is rather substantial:
