It's entirely possible to have been true. Admittedly that's a really big number, but it's not nearly the highest premium I've ever seen - and I left that job back in 2010.

They're only allowed to charge you up to 102% of the premium (the full cost your old company is paying for one of their current employees' coverage, plus a 2% "administrative fee"), so they can't actually overcharge COBRA participants as punishment.
