Worse than it not getting enforced is that it gets enforced according to the ref’s discretion. So if a ref has been holding a game- or season-long grudge against a player or head coach, they can choose to screw them over at a chosen moment.
I don’t think the league would be the one bribing officials, if such a thing were going on, they already sign their paychecks. If refs were being bribed, it would be by outside interests who wouldn’t necessarily give a shit about ratings.
