Your friend was either an idiot or had a lemon. These cars are very stoutly built, more so than any other Subaru of the time (and probably still). They were set up to be an excellent grand tourer, and did that very well.

The EG33 is actually a very stout motor and odds are low you’ll have problems with it unless you plan on running boost.

Not a 99. Last year they were made/sold in America (LHD) was 97, and the 97's had a unique grill. This is a 96 or older.
