I probably need to rewatch GitS 2 sometime. My first impression was it had too much scenery porn and not enough plot development. But that was a long time ago.

Start with the first movie, then the two Stand Alone Complex series and Arise. Ghost in the Shell 2: Innocence is optional in my opinion. Each series is in a separate timeline so you don’t have to worry about a massive backlog to get the whole story on Arise.
