Except that, except for Mario Party 4 and Smash Bros., none of the Paper-only characters have made appearances outside of Paper Mario games. Furthermore, Mario & Luigi: Paper Jam explicitly revealed that the Paper Mario games exist in an entirely separate universe from the normal Mario universe. 

It’s truly mind-boggling, especially when the “modified” versions of existing Mario enemies are among the things people are most excited for with each new entry in the series.

They may just want to prevent the franchise from getting so bloated that people who miss a few games no longer know who many of the characters are. Its like they want the Mario universe to always be something you recognize, no matter how long you’ve been away from gaming. Not defending, but that may be the reasoning

Maybe I’m not understanding correctly. Does this mean they can’t create characters like Koops or Goombella, because they’re new characters based on existing designs?

Then just stop developing the whole franchise. Paper Mario was so great because we got original characters that were based on species found in the Mario universe and that had therefore their own unique design.

I mean, the US is built on war. It has been at war in one form or another for over 90% of it’s existence. We have only had about 20 total years of peace since 1776.

Speaking as a non-American, it is truly shocking and DEEPLY disturbing how integrated and prevalent military integration is in your society. I say this without any hyperbole, but it’s a breath away from Fascism.
