yes I think it ultimately boils down to religion as a culture, into which we were socialised, therefore, not of our choosing, and a religion as a set of believes. Of course, these two aspects are interrelated, so there cannot be any sharply drawn boundary between them.
no, I think ideologically speaking such individuals are not really Catholic. However, culturally speaking, attending masses and being part of the Catholic community, Catholic families, yes they are Catholics, because they themselves and their social circles identify them as such.
