I’m going to reread Frum’s piece since I totally could’ve missed something.
It seems like you see supporting tighter immigration in any form (and to be clear, I mean immigration, not the US accepting refugees) as fascist. Is that a fair reading?

I think when Burneko jumps from Frum saying politicians on the center or left should address concerns about immigration (or whatever the issue is) to ‘embrace fascism to fight fascism,’ he’s making a…
What I got from that section of his piece was that he sees a segment of voters who are preoccupied with the effects of immigration and that those concerns/fears can be easily exploited by fascist if they aren’t addressed. And by addressed, I don’t mean given in to.
