How is this a surprise again? If you live near the border in the U.S. you regularly see convoys of bumperless, slightly dog-eared cars towing each other toward Mexico to be reconditioned as perfectly viable used transport; it’s hardly just an African thing.

I'm completely unsurprised.  It's not like trading in an ICE for EV results in scrapping it like Cash for Clunkers. The third world gets all of our cast-offs including containers full of last week's fast fashion. I'm sure EVs will make it to Africa but outside the most prosperous urban areas they will be super sketchy

This is not new. I grew up in France and for as long as I remember, older cars are being shipped in Africa (Algeria, Morocco... etc) for a second life. Mostly diesel cars though. Sure it might have been accelerated but it is not like EV cars are at a sales rate of 80% in Europe either
