Seems to be mostly a badly written version of a good idea. Pretext traffic stops are frequently discriminatory and often straight up lies. You have a “broken taillight” because the cop wants to search you, and needs an excuse. If I am pulled over for a “broken taillight” and it’s fine, that should be illegal.
