well, even hermetically sealed containers of ammo after 20+ years produce mixed results. Primer and powder are not everlasting materials even if metal surrounding them is not rusting.

Ammo can’t sit in storage indefinitely. it has to be renewed and old ones disposed of or sold to civilian market.
