It's simply an objective analysis of the various 4G offerings. It is fairly important for those who are considering making the switch to 4G and have to decide which network to go with. Not everyone keeps up with whose tech is newer or older than everyone else's.

@IceMetalPunk: I don't think it could work via GPS, because most retailers are inside buildings, where GPS signals would fail anyway. I'm sure it uses the regular network-based location services, getting a rough estimate of your location from the Wifi network or cell tower you are connected through.
