Do you have an iPhone? If you wipe it it retains the apple ID of the owner so, no, you can't. You still need the pin after you wipe it even if you factory reset it and install stock firmware.

I'm just speculating but I think it has to do with how Android manages memory. For whatever reason my Galaxy Nexus running Cyanogenmod 10.1 (Android 4.2.2) doesn't do this. Doesn't seem to do it on my nexus 7 either... strange

Specifically something like the Galaxy S4 (expandable storage w/ micro SD) removable battery, it's significantly more powerful than any iOS device not just hardware spec wise but software wise…

I don't necessarily disagree with you on your other points but Google did fix the Audio Latency issues in Android 4.2.x ... Not that there are any apps that take advantage of that fact, but they did fix it.
