You're oversimplifying it. I don't think that most people would argue it's a good thing to vote based on gender. But if women make up 50% of the population, wouldn't it make sense that more than a couple percent are women? It brings the mind "Taxation without representation"...
I think you missed the point. The point isn't to have women in Congress just because. It's about having each group represented at least somewhat fairly in the governing body.

The problem is there's really no way to ban someone from the internet. It's painfully easy to change your ip address. It only takes a few seconds, and most people share an IP anyway, so it's not always reliable.
