My guess is it's because they've had a lot of people trying to scam their system like you see in this article.

I think the damage may have been more than just staining. My guess is the protein of the eggs caused it to structurally weaken. While that alone won't damage the house itself, it water gets in there, it'll be a HUGE problem. Maybe paint a commemorative bull's eye?
It's because of the type of plaster using. From my understanding, the eggs will actually structurally weaken the plaster which means you have to do a lot more than just paint the effected area. My guess is a fairly large portion of the plaster has to be removed and reapplied to make it all look cohesive.
