I think the hypothesis is that birds able to survive on seeds were the species best suited for the post K-Pg extinction world. Seeds were a readily available source of food that would last for decades through all kinds of conditions. And beaks are good for eating seeds.
It’s pretty likely that some level of quadrupedal dinosaurs did make it through, probably some small ornithischian species. But they didn’t have enough diversity to survive for more than a hundred thousand years or so.
