Not really. The DRS changes the angle of the rear wing to reduce drag while the F-duct altered the flow of the air over it.
The first year it was unlimited in qualifying, but now it can only be used in the DRS zones whether there is another car ahead or not.
This wasn't about the tips of the wing dipping down as has been the case in the past. It's a matter of the wing changing pitch and flattening out to reduce drag when under aero load.
