You can usually put a wheel lug or two on to hold the rotor on while you do that. Once the caliper is in place, the pads and rotor won’t move (much).

Yup I misunderstood. Apologies. I guess the rotor folks include them for the people that think they are necessary. Wouldn’t surprise me if they got a hundred phone calls from people asking why they didn’t get them, or returns from people who thought they were missing, before they started including them.

If you are destroying your rotors while drilling out those bolts, you’re doing something wrong.

Yup. They are only there to hold the rotor on while the car is on the assembly line. After that... useless. Not sure that really counts as a “design flaw” though, since it’s intentional.
