I’m skeptical of your theory. Most people drive whatever miles they normally drive. Better fuel economy just means they’ll do it more cheaply. If I switched to an EV today or a Prius, it would have zero impact on how much I actually drive.

If you can get them interested then sure. It’s iffy whether the kid will win anything. The dealer might not be at fault at all. The salesman might get arrested but that won’t necessarily get the kid anything. If you buy a stolen car, sucks to be you. You lose the car and whatever you paid.
