According to the Brazilian Wikipedia entry for the Fusca, from 1979 the Fusca 1300 had the smaller amber-red-white lens, while the Fusca 1600 had the Fafá lights. In 1983 all Fuscas had the Fafá lights.

Furthermore... I was under the impression Brazilian bugs had two different sizes of amber-red-whites, and here is a picture that proves it. The larger ones are nicknamed "Fafá", after a famous Brazilian singer with huge tits, Fafá de Belém.
