Yes, you’re missing that the KC health department doesn’t actually want scores of homeless people around, and they probably feel that if some do-gooder group is out there feeding them, they’ll stay. The health department doesn’t care about these homeless people getting sick. They don’t want them out there under the “give a mouse a cookie” logic. They would rather the homeless not have a reason to stay so that they become someone else’s problem.
