Except the sex scenes in the books are usually fairly tasteful, not lurid at all, and I doubt GRRM had anything to do with the show nudity. There were plenty of stories that pinned almost all of it on one specific VP at HBO, who left/was fired.

Pretty sure both Clarke and Headey refused all nude scenes after season 2. Headey used a body double, and for the scene where Clarke burns down Vaes Dothrak, I think they used 100% CGI except for her face.
