No, but very few of your regular takeout chinese/mexican/diner takeout joints have liquor licenses, so this is kind of screwing them over a bit.

There is absolutely fraud being alleged here - grubhub has been setting up fake websites for restaurants that use them, AND printing fake telephone numbers for the restaurants, so even when a restaurant is getting a direct order, grubhub charges them a hefty fee.

And perhaps you are not in a city where grubhub/seamless
