Yes to me it looks like that’s why the cashier let her go. Like, if she had kept restraining her arm to prevent the fall, she could’ve injured her because it looks like the shaking was already starting.

I think that's not a problem. There are far more places where dogs must be restrained than where they are allowed to run free. Now if only we can implement leash laws for children! J/K
