I was training for my half and did a run in around 96-98ºF heat. I did not enjoy that, it was basically like running with a wool blanket over your head. I much prefer around 30-40º days for running.

In the States, or at least NY, you should call the police regardless of injury (or even damage in most cases). They document that “Yes” there was an accident and act as sort of impartial third party by getting everyone’s story. The officer can then issue tickets if appropriate, and go from there.
