Depending on where they are, it’s not unusual to not have water or gas service, although phone and electrical service are fairly universal. The thing is, the phone company & the electric company are generally much more flexible in the addressing that they’ll use to provide service, and then they use the PO Box for…

Most of those communities have verifiable street addresses, though. They *could* get mail delivery, they’ve just chosen to have all deliveries made to a central office, presumably to keep the riff-raff off the streets...

Except no, you don’t have to know what you are doing is illegal. The phrase “willfully and knowingly” refers to your actions, not to the status of the law itself.
