FWD has advantages for utilitarian passenger cars, but there are reasons why for many good reasons, it isn’t an ideal format for many types of racing.

Sure, your example of the Civic is a good one, other similar examples exist. However, in many or most applications, FWD architecture has technical and physical limitations due to the same wheels being used to power, brake, and steer.
There are tradeoffs, and more ideal configurations for many types of driving.
