Yeah. That’s one of the ways it could go wrong... you can lay a nice bead on it that looks good with TiG or MiG, but you need a lot of heat (and skill) to achieve the desired result. And you could still have issues with the alloy composition or the way it was rolled originally.

Training?

You really have to know more about the alloys and the forming process to know how to butt these and have it hold. 

Depends on the materials. A lot of modern frames are more exotic alloys and they are stronger due to the forming process. The heat of the welding process often releases the pre-stresses in the formed metal.
