Oh they most assuredly overcommit their network, it’s a gamble that 100% of users will never use 100% of their connection. Thats why you can’t get an SLA, but if you buy a business plan you get dedicated bandwidth and an SLA.

I think what a lot of us want is for them to do the upgrades they always say they’ll do - the network improvements don’t keep pace with the promises though. Upgrades to the network don’t happen, but upgrades to the prices do.

In some markets they won’t upgrade to business in residential areas though :(
