In their defense, there are good reasons. LA and Miami as a base area both allow for a lot of outdoor areas and greenery despite being a city. Liberty\NYC...less so but it at least has harbors and can evoke a skyline everyone in the world knows.

I have to imagine they’ve spent these years putting the same level of detail into GTA6 we saw in RDR2. It may or may not be worth it but it WILL be impressive.

I could believe that by the time the discussion began, a decent amount of the top tier talent had already shifted to RDR2.
