Well, I'd say the answer is 'yes' (actually the question was rhetorical in the first place for reasons well articulated by KrzyScientist) because video evidence of dolphins in an apparently altered state after puffer fish consumption trumps any amount of data on ttx obtained in distantly related species.
But is it possible that ttx could work differently on the dolphin brain? Humans don't get high on catnip either e.g.

Only the folate, iron, and DHA in the prenatal have been studied and demonstrated to have benefits. The rest of the contents are just thrown in there because, well, whatever.
Um. What about 15 minutes a day of sun exposure (no sunscreen, preferably in the AM)? That will probably do a lot more for your mood and general health than a vitamin D supplement.
The parts of the prenatal that have demonstrated health benefits are the folic acid (reduces neural tube defects), the iron (only for those women with demonstrated iron deficiency anemia - but that's very common), and the DHA (some cognitive benefits for the baby I think).
