I think its likely this leans more towards an “only restaurant in a small town” type situation as opposed to a “Chili’s on every corner” type situation, considering they’re grilling steaks and baking wedding cakes.

All HOAs and situations are different.  Broadly, to live in an area under an HOA, you have to have signed the most up to date agreement.  Its not as simple as just buying a house/land, which is why “No HOA” is such a big selling point for most home buyers.
