I think it's difficult to manage the salary cap when a highly paid player not only (allegedly) kills someone and is in prison awaiting trial, but also continues to count for a "Dead Money" hit of $7,500,000 on the team's 2014 Salary Cap.

Given the way it's written, why wouldn't any player taking steroids or HGH just take a diuretic or other masking agent? Seems to be a loophole where if the diuretic effectively masks the positive, then you're getting fewer games if you get caught only for masking vs. using.
