I get both my loose leaf and bagged from the same place, though I do agree bagged tea is rumored to be the "dust" left over from the loose leaf tea. But regardless, it still adds up that the loose leaf, which opens betters than bagged, has a better flavor.

Loose leaf tea has the ability to expand as it steeps, lending more flavor to the cup. Bagged tea is constricted by the bag and cannot open as far. That's the reason why you can find pyramid tea bags, so the leaves have more room to open.
