You forget that a large percentage of teens are going to be too lazy to be excited by the recruitment posters.

Every high school student in Chicago is guaranteed admission into the city’s community colleges. They won’t all be forced into the military.

The problem is that if suddenly every kid started applying for the community colleges just to get the diploma, even if they don’t intend to go, they don’t have enough manpower…

I’m pretty sure their parents and grandparents are to blame. Hopefully someone will point that out to them, too.

Random people on the street are not (allegedly) there to “protect and serve” you. You don’t know if any random person on the street is dangerous or not, so you generally go about not fully trusting any of them or expecting anything from them. If they come after you, at least you are allowed to defend yourself.
