I can only speak for my experience in CA. We can not import gasoline here due to our specific seasonal blend. Only a few refineries (closest in Richmond, CA) produce this stuff. You are right that companies like Chevron do not spend enough in capital to keep the refineries running.

Refineries and market differences is the other part of the equation. In CA, we have seasonal blends required by law. Oil can be $0.10 per gallon, but if there is little to no refinery capacity, we might not get a drop of gasoline.

Basically, OPEC missed the boat by not investing in oil exploration in other locations outside of their home countries as well as value added services like refining and drilling. It does not seem wise to be continously pumping crude to sacrifice profit for market share when they know they have a finite supply.

It has to be chainsaws. Flamers are for infantry and any projectiles are out. Articulated hands and claws are for grabbing and are not going to cause any damage unless they pull something vital off the opponent.
