I took it to mean the chef’s SALARY is pd by the govt but the FOOD (personal, everyday meals) is paid by the family. In normal situations. I guess if an actual poor person were elected President (AHHAHAHAcoughcoughcough) that he or she would not be eating ribeye once the First Family moved in.

FWIW, I read somewhere ( cannot find it now) that a President must pay for the food costs in WH meals for his family. Also that BHO was surprised by this (good-natured, but surprised). In olden days (think Mamie Eisenhower) I imagine the First Lady planned the meals, gave the list to the chef and then the First Family…
